My sociology professor from college always said something like: look at the cultural background, son . And he is basically right, look at Japan, high civic spirit and responsible citizens, top schooling systems, honest politicians and the lack of a religion that tells them that if they pray to the invisible man in the sky, good shit will happen to them. From what I know( I could be wrong), the Philippines lacks pretty much all of those.

Depends if your idea of "top schooling" is cramming all the shit you possibly can, and then some, into your brain. No, seriously. Japanese education, especially in math and science, is years ahead of many European and North American systems, in that they may learn something in the 7th Grade (or equivalent) when we learn it in the 10th Grade.
